Medicare & Health Insurance Guide

Australia has Reciprocal Health Care Agreements (RHCA) with only 11 countries: New Zealand, Ireland, the UK, Sweden, the Netherlands, Finland, Italy, Belgium, Norway, Slovenia and Malta. If your country is not among them, temporary visa holders are not eligible for Medicare and must obtain separate health insurance. If it is, check your eligibility with Services Australia.

Lifetime Health Cover (LHC) Loading
First taking Hospital Cover after age 31 incurs 2% additional premium per year (max 70%). Loading is removed after 10 consecutive years. Example: First cover at 40 = 20% extra (40-31+1=10 years x 2%).
Taking Hospital Cover before age 30 completely avoids LHC Loading. Loading is waived if cover is taken within 1 year of obtaining PR.
Advanced Healthcare Guide — Medicare in Practice, Bulk Billing, Emergencies, Medicine Costs, Hidden Benefits & Insurance Optimisation
This guide covers the deeper side of navigating healthcare in Australia — from getting your Medicare card and finding bulk billing GPs to choosing the right option in an emergency, saving on medicines, easily missed free benefits, and optimising your insurance and tax. The health system varies by visa type and by state, and amounts and thresholds are updated every year, so always confirm the latest details with official sources such as Services Australia and health.gov.au.
Medicare Enrolment & Your Card in Practice — From Application to Rebate Account
Enrolling in Medicare Before PR Is Granted (Interim Medicare)
If you have applied for permanent residency — for example, waiting on a bridging visa after lodging a partner visa (820) — you may already be eligible to enrol in Medicare before the grant. Enrol with your passport and proof that your visa application has been lodged, and you'll be issued a blue interim card; it can be renewed if your application is still being processed when it expires, and it converts to the standard green card once PR is granted. A common and costly mistake is assuming you have no cover until PR comes through and keeping OVHC unnecessarily — check with Services Australia first to see whether your visa qualifies you for early enrolment.
Enrolment Documents and How to Apply (MS004 Form & Enrolment Channels)
To enrol in Medicare, submit the MS004 form together with your passport, visa evidence, and proof of your Australian address. Lodging online through myGov is the standard route, but if your documents are borderline or you're enrolling as a family, visiting a Services Australia service centre can be faster. Your card arrives by post after processing, but you can use your Medicare number at appointments as soon as it's issued — check it early via your online account or by phone. To add a spouse or children to the same card, include proof of relationship such as a marriage certificate or birth certificates.
